Windows XP is a very good Operating System (OS). However, I would wait for Vista. Vista is the next generation OS, and includes a lot of improvements over Windows XP, including usability, features, and most importantly, security.
Vista was slated for a release later this year, but was delayed until Q1 2007. If you are not in a hurry, wait to buy a computer with Vista pre-installed. If you are itching to get a computer now, Windows XP is still a very good OS.
Take a look at the Vista information pages:

Currently Windows XP is more stable because it has been out longer and has many patches and service packs. Windows XP is also faster at games because it does not use up mad amounts of system recources. Windows Vista is better for Security all though I would wait at least 6 months after it has been out because it would be better with the updates.

for the first six months XP will be better, after that, when everyone has reported all the bugs and they release vista sp1 ... Vista will be starting to get better but when they have ironed out all the problems with Vista sp2 with the information that we have supplied then Vista will be tops! errmmm how do I know all this?

At the moment, I'd say XP is the best since VISTA is still in Beta testing, having the bugs ironed out prior to launch (whenever that's gonna be).
