Yes!
In fact, I just paid $6.00 shipping and the guy that I bought my items from hasn't sent it for over a MONTH!
It really sucks.
I had to open a dispute, etc. That's the one terrible thing about eBay, but I still don't think I'd stop shopping on that website...
You win some, you lose some, I guess. I'm glad that you actually got your item though! Just go leave the person negative feedback about shipping...

YES!!! I shop regularly on ebay.com. If I don't receive the item purchased in the time frame promised by the seller, then I send off an email, asking politely what the hold up is. I then wait 2 days for a reply & send off another email if no answer. Usually by then, they've gotten one or both emails. Sometimes, sending a message to the seller is easier. I would ask for a refund of the priority shipping amount if the product arrives later than planned.
The few times I've sold items on ebay, I didn't have any issues with shipping off items late. The two times I had to were my own procrastination. I hurriedly sent off apology email & asked for a few more days. Both parties were very understanding & posted positive feedback after receiving their item. I also emailed the winning bidders as soon as I shipped the item to let them know it was on its way finally. I also let them know to contact me if their item didn't reach them so I could track it.
On ebay, communication is an ABSOLUTE must between you & the seller or merchant. I've bought from ebay stores & received an email like the ones I've sent out about shipment. In the future, check their feedback more carefully before you bid. See how old the negative or neutral feedback is. I've learned the hard way that the newer it is, the worse experience I'll have with that seller or merchant. Usually, if it's older than a year, it's safe to bid on or use the Buy It Now feature.

Yes I would. You paid for priority shipping! Email the seller and discuss the issue to see if it can get resolved. I personally don't like giving negative feedback unless everything possible has been done.

Yes I have.... They usually tell you when they ship but sometimes some people just don't get to it.... They should ship as soon as they receive payment and most do but there is always those slow ones then all you do is rate them on your feedback....or report them if it simply takes too long...I have only had a couple bad but all in all most of them are great to deal with.....

Yes. You should leave negative feed back for the seller. Or ask to be re-imbursed for the shipping. But really, $9 bucks does not really sound like priority shipping.

The fastest shipping I've ever had on Ebay was 2 weeks.

I would definitely note it in the feedback. Make it a non-positive comment, and it will add a black mark to the sellers list. If you like the item, and it is as presented, be glad you got it and go on. Just make sure never to purchase from that seller again.

Yes that would make me a bit angry. I would try to get a partial or full refund of the shipping to try and appease my anger.
