- I presume it was not harmful since the owner drank the vial. Congress then ruled that it was safe for people to consume.

- Since it was a black and white picture it was probably from 1960 or below.

I believe it was PCBs back in the 70s and involved dredging the Hudson River in NY state..
Couldn't find a reference.
