Is Scotland cleaner than Switzerland?

People in Toronto often like to joke that Toronto is cleaner than Switzerland. Toronto has a very high crime rate, and a high number of homicides.

I have found Switzerland to be cleaner than most any other place. The public restrooms are as clean as the ones in my home!
