Personal as in "this is a personal matter" is an adjective, therefore it is neither plural or singluar as only nouns are plural or singular. If you are refering to when people call the personal ad pages the personals, well that is a slang form.

ok..personal is not a noun so it is not singular or plural. It is an adjective! Write me a personal check...it describes check..check is singular. write me some personal checks...checks is plural but still uses the same form of adjective
