Well first off, Photographic Memories are not what people tend to believe they are. All having a photographic memory really means is that the information you remember is remembered via pictures in your head rather than by normal route.
In other words, say you were trying to recall a friends phone number, instead of just knowing the numbers, you would most likely "see" the numbers written down on a piece of paper somewhere, as though you were looking at a photo in your mind. Basically put, it is as though your mind takes a "snapshot" of everything it sees and hears and remembers it EXACTLY like that.
It does NOT mean that you remember everything though. And no, you cannot develop a photographic memory, though you can train your mind to remember a FEW things in a "photographic" way, but even that is exceedingly difficult to do.
What I think you are looking for is whether or not you can develop a near (if not fully) edidic (sp?) memory. What that is, is a near perfect memory where you remember almost everything. Yes, you can develop and train your mind to recall even the most finite of details, but it takes years to learn.
Ginko is suppose to help, but I don't know if it really does.
One way people train their memories to become better is through puzzles and intellectual games, such as crossword puzzles and sudoku. These types of games stimulate the part of the brain responsible for memories and have even been known to help off-set symptoms of demensia and Alzheimer's (and RARELY even reverse SOME of the effects)....

you can improve you memory buy using memory techniques, but you can't make yourself have a photographic memory. its something you're born with (or not!)
