An email address and a web page address are two different things.
The email name may have nothing to do with their page.

A person having an email address dosen't necessarily mean that he will have a web page as well. Both are entirely different things.

an email address is username@whateveraddress it's just their contact address

probably is because is active but it doesn't belong to dat person and the domain of the email account close it and some else took it and is using that email. You should try to mmm make that person check his/her email account and try to send him/herself and email to see what happens, to see if she/he receives the mail.
