Hmm, if I were in a college Spanish class or writing a letter in Spanish to someone, I would say 'Podriamos (with accent on i) ser amigos de nuevo?" - Now I realize the other answerers used "otra vez" in their answers, but the reason I used "de nuevo" was because you are sort of starting all over again after a break in the relationship, and I think that phrase describes what you mean instead of "otra vez" which is more like "repeated another time." "De nuevo" is more suggesting, "Let's renew (literally "of new") our friendship." Also, because you say "could we" you would use the conditional tense of "poder" and so it would be "podriamos" with the accent on the "i" - this is based on my knowledge of Spanish grammar.
