Your windows OS should have a fax function. You can configure your settings in you control panel. You may need to attach the phone line to your modem to enable this function, as well as determine when to enable the fax functions.
As far as sending fax to an email account, the transmitting account would have to be configured to sent it to the correct destination. If the fax is sent as an e-mail/attachment, then you would just need to enable your computer to open the fax. Again, it is likely already included in you OS.

Absolutely. Register with www.efax.com and they assign you a virtual fax number to use for free which will let you receive faxes into any email inbox you want.
