It misfires at all speeds, can barely make it up hills. It did this once before and the mech I took it to gave it a tune up. It did have a code when they hooked it to the machine. On the paperwork it said "prob bad cat". It will be driving at 60 struggling, and then surge forward....HELP!

What year is your Windstar? Ford had a major recall of Windstars in the late '90s because they had bad head gaskets. My 1995 Windstar blew the gaskets two weeks before I got the notice, and it was displaying many of the same symptoms. I had more problems with that piece of junk than all my other vehicles combined, so when the lease was up I turned that lemon in...Sorry I don't have better news for you, but it may be worth looking into.

I have also seen deteriorated PCV tubing on the Windstar cause a very bad vacuum leak which will cause the engine to run very poorly. If you could provide the code it would help greatly. If it is an older Windstar the EGR ports in the cylinder heads tend to clog with carbon over time. This will cause a misfire on the unclogged cylinders due to an overabundance of exhaust gas being redirected to one or two cylinders, which will cause a bad misfire problem. I would have it looked at by a service professional.

usually a bad cat won't let it get over about 25 when it gets real bad.

Check for any problems like the head gaskets (easy way is to see if the oil stick shows oil WAY over the mark)

My guess is the mechanic did a tune up with plugs and wires and you have a plug wire causing a problem.. a bad plug wire won't always show up on a OBD II scan

Bring it to someone who can actually diag it and give you a real idea before you head for the muffler shop and expierence a few hunderd dollor loss off a printout from autozone by someone who can sell you the part but can't diagnose it

Also listing the code would help.....

Usually a bad Cat will show a code p0420-p0430 on those things... my guess is you either got fuel codes (like P0171) or even misfire codes telling you the cylinder misfiring (Like say p0306 would mean cyl 6 misfiring)

Sounds like you already know the problem. The cat is blown and the exhaust is partially blocked.
