This is not "torchering" him but just beat the punk out of him and let him know that will be in his future very frequently if he doesn't study.

Make sure there are no distractions: TV, video games, etc. Do your homework at the same time to set a good example.

Tell him, that you will reward him if he does his hw. reward him with candy or time to play with his computer or something. it works trust me ;)
