Overrated- Cristiano Ronaldo. He repeatedly dribbles into the corner, doing step-overs and other fancy tricks but not developing play. Then he gets the ball stolen. He's a fancy dancer with no purpose.
Underrated- Joe Cole. Always develops play toward the goal, and his attacks are so varied. Very dangerous player, but he never gets mentioned when people talk about the best English players or even the best players on Chelsea.

Beckham is going into decline, but easily for years he was the most overrated.
The most underated, how about Claude Makele. he hardly ever scores, but both for France and Chelsea its his work in the trenches that makes them such a difficult team to beat.
