Depends on your user level. Photoshop CS2 is a professional level version for the professional graphics user. It's a comprehensive photo tool with hundreds of user tools, filters, brushes, options, etc. with a price pointed at the pros ($600 +/- ). You might want to consider Photoshop Elements 4 which is for the user who wants some of the bells and whistles without a lot of complexity. For the casual photographer, it's one of the best on the market, and the user interface is much simpler. Elements usually can be found for about $100 +/- depending on the web site or store.

CS2 is the most recent version (and probably the best). Anything ver 7 and above is really good.

Any version, they are all good, it depends on your needs.
unless you are a professional graphic artist you really don't need the latest version.
My guess is you're just touching up photos from a digital camera (sorry if that sounds patronising, don't mean to) in which case any version is fine.
you could try G.I.M.P (yes, really), its free and nearly as powerful as photoshop
try
http://gimp-win.sourceforge.net/stable.html
you will need to install the GTK runtimes

I use CS2 at work. It is the most supirior, but if you arent using it professionally you probably wont use all the features. At home I use PS 7 and it is just fine.
