I have heard that one is in use has a taxi, can this be true? What department of goverment do I need to ask

i think they are legal

you can ask the department of transportation

www.dot.gov

I already sent them an email so lets just hope they answer!

No they never would meet emmisions requirements. You could look them up at the state's Department of transportation. Each state can make up their own laws regarding vehicles. If its in california forget it. They wont allow even new deisel cars to be liscenced in that state. Also you would have to get apporval from the city or county to operate a taxi. Everything is stinkin complicated in the US. Stay in Tiland.
