those are fruit flies.
generally it means that there is something rotting
somewhere in the pub.

Mostlikely they are fruit flies. I work pest control during the day, bar at night. I deal with those little buggers everywhere. You need to pour a cup of bleach down ALL the drains at closing time, after using the sinks for the night. This includes the drains in the bathroom, and floor drains in kitchen. All foods must be put away, including sugars, and wash countertops with bleach. If you have a waitress station with a glass washer, bleach that as well. It may take a few days to get rid of them, but it will work, as long as everything is washed and put away, and you stick with the bleach everyday.

These are fruit / beer flies which are attracted to the sweet ales around the bar.Not much you can do except to keep the bar area thoroughly clean so as not to let beer slops accumulate.Wiping around with anti bacterial spray might help too.

They are probably one of the many types of biting flies that are common all around the world. They are ectoparasitic sanguinivores and will not hesitate to feed on humans.
Try using deet or fabric softener rubbed onto the skin, it works pretty well at keeping insects at bay.

commonly known as beer flies, it could be a not very clean pub, but they can just infest, a sort of spill area, busted can or something like that. thorough clean of fixtures, fittings and stock should sort it.

Here in the outdoor "Texas Icehouse" culture, they are likely to be "Water Boatmen".
They are attracted to light, nibble on you in swimming pools, and really trash a glass of beer when they "drop in" :(

They are just fruit flies. They're harmless but annoying. Whenever food is left out, they are around.
