I'd say negative feelings between Puerto Ricans and Dominicans is not nearly as intense as between Japanese and Chinese.
The Mongols tried to invade Japan with a largely Chinese army during the Middle Ages, and although the Japanese were able to repel them with the help of a typhoon sinking much of the Mongol fleet, the Japanese have always been worried about a Chinese invasion. On the other hand, the Chinese carry a lot of hostility towards the Japanese for invading China before WWII. Millions of people were killed, some of them brutally massacred as during the Jpanese conquest of the then Chinese capital known as "The Rape of Nanking." Both sides remain quite wary of each other.
As to other groups that distrust/dislike each other...
Japanese and Koreans
Arabs and Persians
Turks and Greeks
English and Irish
Finns and Russians
Chechens and Russians
Hindu Indians and Muslim Indians
Armenians and Azeris
French Canadians and Anglo Canadians
Mexicans and Guatemalans
Venezuelans and Colombians
Laotians and Hmongs
Chinese and Tibetans
Jews and Arabs
Tutsis and Hutus
Czechs and Gypsies
Tadjiks and Pashtuns
...the list is practically endless.

Though skin color, national or cultural affiliation will spark deep emotions it isn't limited to that. People hate each other for many reasons, it could be the fact that you're alive not dead. I consider it a natural response out of fear, fear of the unknown , fear out of what may happen in a weird situation. It is like the 'fight or flight' response, you either defend yourself or run and hatred is a method of defense and when taken to the extreme results in violence. Sadly it is a learned condition, to which to an extent is avoidable. Take a newborn, it doesn't really discriminate between many people at first. However later, it is able to identify those in or outside the family and may react differently. Now, if this newborn exists with an abusive family, it is more likely to acquire those characteristics.
The best thing we can do a rational people is to acknowledge that we aren't perfect, we make mistakes, but we have to take a proactive stance to prevent current or future situations from becoming worse.

Many Puerto Ricans try to hate on a lot of Domincans because they are Black. And a lot of Puerto Ricans here are really nasty towards the Black people.

Definitely No. They speak the same language and understands their cultures and traditons very well. Besides being located both in Central America. Chinese and Japanese speaks different languages and big rivals in terms of business and high tech gadget (Japan makes the original, while China imitate mostly Japanese products), but I don't believe they hate each other. There are nationalities that hate each other, not because of their skin or color, but because of their belief (ie. Religion)

Someone from every nationality will always hate/dislike someone from another nationality-unfortunately it's how the world works. i don't think we can classify though and say that one entire nationality/race hates another one...I think it's the individuals themselves, not the nationality as a whole.

Only intolerant people hate and that's not based on their nationality. It's based in their upbringing (if you can call it that) and a lack of positive parental input coupled with a low IQ and inadequate education.

well i would more likely link the Haitians and the Dominicans disliking each other. the 2 countries are joined and there is always unrest near that border
