its a vocabulary in sound category but i just can't explain it in simple words. please help

Vehicular Static (related to sound) a means of carrying or transporting static sound. The static sound is a crackling or hissing noise over the speakers or receiver. It's a noticeable noise level that bursts when something o nothing is playing. It could be produce by atmospheric disturbance of the signal or cause by electrical interference.

Vehicular Static (related to cars) Static electricity is normally generated by movement and under certain environmental condition, a static electrical charge will accumulate in one's moving car. Upon making one's egress from the vehicle, the charge can be a source of danger as well as discomfort or inconvenience.
The principal danger is when pumping gas. Gas has flammable vapors that combusts in the presence of oxygen and an ignition source. The vehicular movement is a unpredictable potential sources of ignition because it can build up static and the accumulation of static charges on the car can cause a dangerous spark and this spark can touch off instant fires of the flammable vapors of gas.

Do you mean stationary vehicle. (A car or such that is not moving? Because static means being still or staying in one place.)

(A tip for those using English as a 2nd language...there are 2 things that sound the same, 'stationary' and 'stationery', if it's spelt with an 'e' as it is in the second spelling, then it means Envelopes,paper and other office type supplies the 'a' one means 'standing on A spot'.)

Are you sure you don't mean vehicular traffic? That would be non-pedestrian traffic, i.e. cars, trucks, buses, etc.
