it depends on how much you plucked out. once you pluck out a hair, that pore closes up and another hair won't grow out of it. so if you've been waxing or plucking for awhile, it will take quite some time to grow back. if this is your first time plucking, it shouldn't take more than a few weeks.
in the meantime, find an eyebrow pencil to fill in the bare spots. i'm not sure what color your hair is, but SO many companies put out colors to match different hair colors. make sure to blend it in though, you don't want to look like the whole brow is drawn on!

about two to three weeks, but once I tried to wax my own eye brows and man I screwed up, so I baught some black eye liner and applied it where the rest of my eyebrow should have been, and used short strokes like the hair looked and no one could tell not even my own mother
