Im a guy and she keeps asking me and i dont know what to say but i dont really care to have sex with her im just a little confused !!

How old is this neighbor of yours? DON'T let yourself be pressured into anything you don't feel like doing. DON'T have sex with her.
Remember... having sex=possible baby, possible STD's even with protection.
Just tell her you don't want to, that that's your "final answer" and that you'll start telling people (like your parents) about what's going on if she keeps it up. If she asks why you don't want to, just tell you just don't, and that's that. Keep it simple and to the point. NO!!

According to your other three questions, this person is twenty one and you are 15. THIS IS ILLEGAL and you should be very careful of the person. Tell your parents and stick with people your own age! Just ask yourself why a twenty one year old woman would want to have sex with a child. She has some mental issues.

If you don't want to have sex with her, tell her. If she is a girl your own age, be nice but definite. You don't want to crush her spirit, but you want her to understand that your aren't into that.
If she is an adult, you need to let your parents know what is happening so they can stop it. It is not appropriate for an adult to make these kind of advances to a minor and it is illegal.

Be honest with her. Tell her you aren't interested in her in that way. Tell her that you don't want to hurt your friendship with her by having sex, and that you aren't ready to share that kind of commitment with anyone yet.
You should really share that type of connection with someone you love. Otherwise you'll regret it (especially if it's your first time).
