The ocean isn't really blue. What you are seeing is refracted light. That's refracted, as in light that is split apart, like a prism. When you change the light source, you change the color of the water. Just as an example, next time you're near the water on a partly cloudy day, (a large body of water, not just a little pond or a river) watch how the water changes color as the sun is blotted out by clouds.
That's part of it.
Another part has to do with the depth and clarity of the water. When you are flying over an island, you will see a band of lighter color around the outer perimeter of the island, where the light is reflected back up to the surface in a different manner than in the deeper water.
The ocean can vary in color from grey to blue to green, and all mixtures of those colors, depending on the kind of day it is, the angle of the sun, and the clarity or murkiness of the water. So the blue ocean is one of those poetic fancies that we entertain, but it isn't always true.

The ocean often looks blue because sunlight shines on tiny particles suspended in the water. Along the shores of some areas, however, the water looks green because the blue water is mixed with yellow pigments present in floating plants.

Water reflects the color around it, and since the sky is usually blue, so is the ocean.
