If you can't find a perfect fit, welcome to the world of off the rack shopping. Get the one you like best and take it to either a dry cleaner or a seamstress.
For a dress, look in your local department stores. They usually have the best selection of brands, since different brands have different sizing.

Well, I wish I knew how old you were. I personally think Coldwater Creek's got beautiful dresses. Some are designed for more mature women, but there's a lot that I like (I'm 23). Newport News is also good and is cheaper. I'm a size 4 and their size 4 actually fits the way it's supposed to.

Do you have a BEBE near you? They make a really nice size 6.
How much do you want to spend? It can be over $100.00 for a dress from there.
Ok, here's the other thing, I don't know where you live but in CA we have Nordstroms and Bloomingdales, kind of upscale department stores, they will alter dresses for free! Try whatever more expensive department stores are by you.
Good luck.

I have trouble getting smaller sizes too. Try Penney's, or Marshall Fields. If you want to shop online, La Redoute or Chadwicks. If it's a really formal wedding, try a bridal shop. They carry bridesmaid and special occasion dresses, besides bridal gowns. They can fit the dress to you and do the alterations right there. Have fun.

get a dress that fits in the biggest area of your body, like if your chest is big, get it to fit there, then get it tailored-taken in to fit your shape at a place that specializes in European Tailoring. If you take it anywhere else, they may not do a good job on a special dress.
