That's a tough choice -- they're both very attractive. I'm generally a brunette man, but I find Bell's features to be a little more welcoming. (Although personally I've seen pictures of her that I liked more than the one the question linked to.)
However, also flavoring my answer is that I don't particularly like either of their characters (Veronica Mars, Lana Lang) much. As it happens, I dislike Lana Lang more, and with Clark would just wake up and get involved with Chloe instead (of the three young girl characters on Smallville, the only one who isn't annoying).
So Kristen Bell wins. :-)
