Damn!!! That is a good question. How do you 'rate' the contribution(s) of, say, Euler or Gauss with those of Pythagoras or Euclid??
In just sheer numbers, there are a *lot* more German names that come to mind, but that's just my mind

-India-zero was invented by Aryabhatta which is the base of the mathematics.Number system is also originated from india.
-The place value system, the decimal system was developed in India in 100 BC.
-Algebra, trigonometry and calculus came from Inida. Quadratic equations were by Sridharacharya in the 11th Century; the largest numbers the Greeks and the Romans used were 10 to the power 6 whereas Indians used numbers as big as 10 to the power 53.
-The value of pi was first calculated by Budhayana, and he explained the concept of what is now known as the Pythagorean Theorem. British scholars have last year (1999) officially published that Budhayan’s works dates to the 6th Century, which is long before the European mathematicians.

You left France off the list... little biased?
Obviously if you mean ancient times then greece. Yes china, the arab world, and india did a lot but most of that didnt influence the western world as much as greece did.
In modern times France and Germany (up till say 20th century) were pretty competetive.

Message to Surveyor: using "maths" as a contraction of "mathematics" is the norm in the UK (and also India, I think), whereas "math" (without the 's') is a North Americanism.
