Check your connections.
If there is a connector on the back of that speaker, is it plugged in all the way?
A cable coming from that speaker is most likely going into the back of the woofer unit. Is that connected well?
The cable that is actually plugged into your computer's sound-out jack: is it plugged in all the way? The stereo plug has 2 bands, one for each channel. if its plugged in part-way, it may be that only one of these bands is making contact with the receptacle.
Did that channel produce sound before putting your new speakers in? Make sure that in the volume control panel that the balance is centered. If the speakers have a balance knob, make sure that is set correctly as well.

If all of these things seem okay, return the speakers.
