This war is declared by the President and voted on by Congress. Vietnam was a declared war only by the President.
Congress then did not allow the military to wage war and now it seems like once they gave the President the power to wage war they want to micro manage it and take away the militarys ability to fight it.
Then like now the media does NOT report the truth only the things that are done wrong!
So in someways the answer is no the U.S. has not learned.
The majority of the people in Vietnam did NOT want the NVA to win but because of the lies in the press and the fact that the congress refused to allow the military to win the people in Vietnam lost everything.

A lot of people predicted what would happen but Bush/Cheney wanted a war, played the 9/11 card and got enough people scared so we had a war.
From the beginning the military said more troops, but Bush knew that would not fly at home so kept the numbers down.
This was all a "George Bush Wet Dream" and now it is a nightmare that has destroyed our credibility around the world.

I'm not sure the U.S. had to learn anything concerning the war in Iraq or any other war for that matter, I do believe the the Middle East has some very very dangerous fanatics that really do hate the western world in how we live and what we believe, most of their leaders are dictators and or religious fanatics that are very violent towards other countries and their own people, world peace would mean they could not commit suicide and murder Innocent people this is simply not in their vocabulary, so peace to them is simply out of the question.

Since failure is the pillar of success, US might learn one day of their shameful defeat and its cause/s from the history of Vietnam War, but that time it will be too late and very expensive as well.
Although we know, history repeats itself through ages, but the tragedy of history is, nobody takes lessons from history.
