From your description, it sounds more like a hardware problem than a software problem. I'd say either your monitor or your video card is giving out and needs to be replaced, but it wouldn't hurt to try updating your video driver first since that should be a free download.

Things I recommend. Follow Step by Step:

Step 1:
Open the webpage, go to tools, click internet options, delete files, delete cookies, clear history, click apply, click ok.

Step 2:
Open the webpage, go to tools, click reset web settings, click ok

Step 3:
Run Spybot-Search and Destroy, remove anything that comes up

Step 4:
Run Ad Aware, remove anything that comes up

Step 5:
Run Ewido, you can find it at www.ewido.com, remove anything that comes up

Step 6:
Run an Anti-Virus software. I like Norton Anti-Virus. Remove anything that comes up.

Step 7:
Go to Start, Control Panel, Add/Remove Programs, any programs that you know were not on your computer before or look suspicious, click uninstall/remove, click ok

Step 8:
Restart your computer

Step 9:
If there are still problems I recommend reinstalling windows. Risk: you will lose all your files to be sure to save everything you dont want to lose on floppy disks or CDs

Step 10:
If you want to reinstall windows, turn on the computer, when the start screen comes up it will say something like F4, F10, click the number that corresponds with reinstalling, it will take around 30-45 min to reinstall but your system will be cleaned.

Do everything that owen says and when your computer is fcuked up, go and by a new monitor, cause thats where the fault is most likely to be.

Don't forget, if everthing else fails get a sledgehammer.

Try another monitor - if this doesn't fix it, either your graphics card is on its way out or you may have more serious problem - I had similar and recently had everything reformatted and a whole new motherboard installed.

Your monitor sounds like it is fixing to go out or maybe you need to change to the wall outlet maybe try plugging into a surge protector.

The white things sound like artifacting which means your video card is about to die or is overheating.

1 your monitor is failing

4 your video card is failing
could be any or all of the above.

Have you done all of your updates? I also think if you dont have any virus protection you should get some. Spybot search & destroy, or www.ad-aware.com
