I'm trying to make an internet riddle trail, but before I start to put the work into it I would like to be sure that I will be able to do it.

It's called an image map. Say you want to take a picture of a dog and make it's nose a link but the rest of the body nothing. You place an image map in the HTML code (most packages will have awizard to do this for you though) and volia! image map with a link.

you can use your HtmL authoring app to make "hotspots" which are a map of coordinates to make multiple areas have links.
I use dreamweaver and make "image maps" to do that...
