upgrading the various components of your PC requires technical understanding of computers, sometimes not even to be found in books;
you may rather want to look around in your neighborhood for a computer shop which also has 2nd hand units;
on the other hand, a very base line PC (with dedicated video card, *NOT* one with a "video card build into the motherboard" will give you:
- plenty of performance (for Sims2, @ any rate)
- a new PC, with warranty and all
furthermore, it may not cost more then buying the parts needed to upgrade your PC (Motherboard, CPU, memory and most likely Video card) and CERTAINLY save you a lot of worry >;)

I agree the cost of upgrading may not be worth it. You usually have to upgrade motherboard, cpu, and memory together to get significant performance improvements, and likely a power supply. If a brand new computer is out of your budget, I'm sure you can look around and find a used one much faster than what you have but much cheaper than a brand new one.

you might need to get a whole new pc
if your processor is socket t, socket 478, socket 479, socket 604, or socket 771 (probably not) then you're fine and you can go to ebay or something and get a 1 ghz processor ( you can find your socket type by opening the computer, finding the processor, taking off the cooling device, and it should have it written on there)
But, if you don't have those socket types, you will need a new motherboard, new ram, new processor, and possibly new sound and graphics cards. And unless you really l;ike yoor computer and would like to buy and build with these parts, i suggest getting a new computer

u can buy a processor compatible with your mobo, or buy more memory like 512 or more, a nice video card with 128 mb.
or that what i think it's better u buy a new pc, an pc with athlon 64 today it's the best choice for play games if u don't want to spend too much money.
