If you don't want them on the internet: get a regular cable and direct connet them together.
If you want them on the internet: one of the computers would need two ethernet cards. Then you would have to hook; modem->comp with 2 cards->comp with one card. On the computer with two cards you would have to bridge the ethernet connections and allow the internet to pass from that computer to the other.

You can ask to a network expert
I know that you can buy (or make) a network cable called "crossover" to connect the two computers only using this single cable

To connect to the internet you really do need a router. There are cheap ones out there for about 50.00 dollars or less.

First u need to used Crosswired Network cable.
next u need to name each computer
and put them on a same network name (u can do both if u RIGHT click on ur MyComputer icon and goto network)
last step u will need to make sure there is a file and printer sharing on ur network card (Local area network Properties) on ur network connections windows)
