He may be a shy kid that wants to talk to you but does not have the confidence to walk up and say something. Depending on the situation, you have to be safe, slow down. Or, turn around and say something to him.
I know, because I was like that at times when I was young, and I never wanted or intended to hurt anyone, and I never did. That was the furthest thing from my mind. I just wanted to say hi, find a friend, a girlfriend.

Kick him where it hurts, he wont be able to follow you for a while at least and hopefully not father any children either!

Report him immediately to someone. Call the police, scream, do anything to make sure he leaves you alone.

I'm assuming this is something you don't want. Then talk to him and tell him to back off or you'll have to take stronger measures.
