When a rental property is calling a Landlord for tenant references, what can and cannot be said about the tenants...legally

No personal opinions. He can say when you rented and answer questions about how you paid your rent and how you left the property when you moved out and any problems with the police being called... anything that's a part of the public record.

The safest policy is to answer:

Move In Date
Move Out Date
Amount Of Rent
ONLY

Although some places will offer:

# of late payments
# of NSF checks

And some places will tell you:

How many people lived there
How many / what kind of pets they had
How many complaints in their file
If they would rent to them again
etc...

I reccomend only answering the Move in / out dates and amount of rent. The renter can usually ask for and provide an accounting ledger to a new or prospective landlord as well. Make sure before you answer any questions that you have a written and signed agreement with your tenant that it is ok to give out a rental reference on their behalf, which may include disclosing information regarding payments and history.
