Not but a minute ago, I saw a young Cardinal lift its legs up and scratch it's head similar to a dog while balancing on a branch...Ive never seen this before or heard of it. Is this common amongst birds and other animals as well?

It is fairly common behavior. Birds get mites, etc, that make them itch like a dog with fleas.

If you had a pet bird of some sort (parrot, budgie, canary), you would be familiar with the behavior. Birds use their feet to gain access to their bodies to scratch, preen their feathers, clean themselves etc. It is very common.

Yes they scratch other places to such as under their wings. birds have lice. They can also get mites
