My department has a vacant position that they have not stated whether they are hiring someone or not to fill it. I know for a fact that they will fill it sometime within the next few weeks, its just a matter of posting the open position to the rest of the company. I have worked with people in that position for 3 years now and I would like to approach the manager and tell him I am interested, I have the experience to do the job, no doubt about that. Do you think I should approach him and tell him I want the job or should i wait until they post it.

I would mention it in a hypothetical way. Say something like "Do you think they'll fill -so and so's- position? If they are looking for someone I'm very interested." Maybe remind him or her of your qualifications. Then when the job is posted and you apply formally your boss will remember your conversation and maybe give you an edge.

Definitely don't wait for they to post the position. Approach your supervisor and the human resources dept, if you have one.
But also don't jump to conclusions. Companies are always in flux, and there may be a reason the position hasn't been filled yet.
Take care of yourself, find out how to apply for the position.
