What is the financial picture for US citizen, graduate students in science studying outside the US?

In the US, graduate students in the basic sciences generally have tuition covered plus a stipend, either through a TA or an RA. Is a similar package available to US citizens in any other countries?

The financial position is very good if a university or other wealthy place offers the graduate a position. But you will have to be the top. In other countries they have much more adept people in science, like Germany, Russia, etc.
