why earth's axle is at an angle...?15 deg or something...

I believe you mean "axis" and it's 23.5 degrees. No one knows how it got this way, but it was probably due to one or more collisions shortly after (or while) Earth first formed.

more like 23.5 +/- 5 deg, this is angle associated with its ecliptic (or orbit plane)...

It's axis is tilted due to gravitation and rotational kinematics interacting with its motion...

the earths axis is through its north and south pole, the earths tilt is ~23.5 degrees
