The Vice President doesn't have much authority, actually. He's the presiding officer of the Senate, and breaks tie votes there. He takes over the role of the President if the President is dead or incapacitated. Otherwise, all he does is serve as an advisor to the President and does whatever the President needs him to do.

Cheney specifically is probably the most powerful vice-president we've ever had (at least, in Bush's first term). He is/was a powerful advisor to Bush, and was said to be the leading proponent of invading Iraq. His personal power seems to have been eroded by Iraq, though, and Sec'y of State Rice may have superceded him as Bush's most influential advisor.
