Yes, a permanent resident alien is still a citizen of their original nation-state.
To get a passport would mean applying to become a US citizen.
I know it sucks, my wife is a resident alien (we have been married 9 years), and I don't think she will ever become a citizen (due to the test being in English).
And before anybody thinks ... she should just learn English ... ask yourself how many languages do you speak, read and write in?

A passport is proof of citizenship. A legal alien resident can not get a passport, only a green card.

If you are not US citizen you cannot get US passport. Your passport will be from country you are citizen of. If you work with United Nations, you can get UN passport.

Same way anyone else does only you need your greed card instead (or as well as) your birth certificate (if it is available). My brother in-law had to travel before he became a citizen and he got his passport without a problem - they just do extra research. Though I think they do that extra research for everybody now.

You don't. A passport is for citizen's only. That rule applies to all countries. It is possible to have duel citizenship but that still requires citizenship...

you have to go to the consulate of you home country and get a passport from there you can not get a us passport
