How do I go about making a winter pasture for my horses?

Located in East Texas and could use some serious answers please. Is there any state programs that could help even tho I only have 13 acres to use?

you could just plant rye grass it grows well in the winter,or contact your vet,or game biologist in your area

Call your local Ag department. They will have literature as to what to plant, etc. on your 13 acres.
