Seems to me that scare tactics only work on cowards. With the level of illegals we have here from all over the world, the Feds and CIA cannot control or tab these individuals.

It really can't.
It just makes a lot of people feel safer. And gives the government the control they wanted over people's private lives.

The Patriot Act is designed for the US Governments true enemy: You, the people.
The terrorist threat, always promoted, provoked, maximised by the government, the represents the excuse for the domestic clampdown on civil liberties and privacy, as well as the excuse for the multiple "simunltaneous theatre wars" with the muslim world so sought after by the Project for the New American Century and other neocons in the bush administration.
The patriot act is part of the agenda. The terrorist threat is the excuse and the method of getting you to accept it.

Seems to me like a good reason to be prepared and watchful. Reportedly the recent plot to bomb nine airplanes over the Atlantic was foiled because a concerned Muslim person warned the British police.
If and when more terrorist activity begins in the U.S., you can bet that many more concerned citizens will be carrying a cell phone, and some will be packing a weapon, which is now legal in most states with a carry permit, or at least have one in the home and one in the car.

Well it is not going to stop them necessarily but it just gives the government more power and freedom in there effort to combat terrorism. Because of the new limitations outlined in the Patriot Act the government can operate more freely and therefore work to combat more terrorism.

Nothing can stop them. But they ARE cowards. The Patriot Act can stop a lot of bad stuff, though.
