It's definitely more convenient to get a job working on campus. You'll probably be paid more, you won't have to travel to a local school, and it's easy to get the job, because they're always looking for people/ sympathetic to hiring students. I tutor local students, but I do it for free. I think it's a great thing to do- the time committment isn't too big, and frankly, it looks good, too-- volunteer work. If you want to tutor, then I think you should do it on a volunteer basis- especially if you want to go into teaching or something along those lines in the future.

Tutoring is often on a volunteer basis. And if you are paid, the student might not show up and you do not get paid. In general, I think people tutor to gain experience, especially if they want to be a teacher. You make much more money, and have more steady employment working in other offices, departments, or areas of the university. Check into work study but you can also do pretty well being an hourly.

Assuming equal time commitment and equal pay, consider which will look better on your resume. For example, if you eventually want to have a career where you work with kids and/or teach, tutoring's the way to go. If your potential job on campus is something menial, go with the tutoring. But if your on-campus job is somehow related to your future career, or if it might be a way to investigate a potential career, I'd go with that instead.
