Roxie Hart is wrong - Kiev is the Capital of the Ukraine and is many 100s of miles from the sea. I think perhaps she's referring to the 'Kronstadt' commune. 'Kronstadt' is an island near what was then known as Leningrad and is now once again St: petersberg and was where the Soviet Navy was based. The 'Kronstadt' commune took place in 1918.
