No not all of them are but their intelligence isn't important to me. It's who they are as a person that matters to me.

Yes. Almost everyone is intelligent. The difference is in communication skills and life experiences. our perceptions of everything is formed through with our interaction with others. If you interact with people who communicate well, you will also tend to communicate well. Then you can let your intelligence out. Our life experiences let us judge what is important and what is not. The broader the range of your experiences, the more intelligent your perceptions will be. I reccomend whatching the news at least 3 or 4 times a week.

most people i meet lack intelligence on the level i deem intelligent. they may be mechanical geniuses but have difficulty stringing a full sentence together. some people are social morons; while, others have only street smarts or are social chameleons who seem to have it all. intelligence, i say, is only opinion of the observer. how can i measure intelligence of a person i meet, if i have no knowledge on what he/she is knowledgeable about?

Every person has a certain degree of intelligence and it is difficult to judge...at time you may feel a person is not intelligent on a certain topic, like say Maths, but that same person may be intelligent in other subject like Physics or Chemistry. I have a friend who is so poor in Maths, but he possesses the intelligence of a computer wizard without having to attend any computer course initially from young!
That's why I say its difficult to ascertain intelligence and the degree of it in every person.

most people i get to meet the "good ones" are of an intelligence well below average or "the bad ones" completely to the other extreme are cunning and good for nothing as living for nothing but to deceive and out do in any way they can the others that surround them.

Depends where.
Here in america, I meet far too many idiots in most places. (I classify idiots as anyone lacking common sense, commonly known facts/history, or not understanding the significance of certain events.)
Elsewhere I've been, people seem much more intelligent.

People come in all different ranges.
Its hard to tell about someone just from talking to them for a minute.
Are you asking if they are more or less intelligent than me?
Well ... they generally don't understand what I am trying to get across unless
I repeat it ... but that is true when they are trying to convey something to me.
They must be stupid. I am merely not listening ;)
