Or how do I use a proxy whatever that is?

The cable modem itself is going to get an IP address from your service provider, and you will generally never see or use this address. Since that is controlled by Comcast or CableVision or whoever, that IP address will generally only change when they make changes to their network which you have no control over. If your computer is directly connected to your cable modem, or if it's behind a Linksys/Netgear router for example, sometimes your router/PC will get a new IP address after rebooting. You can typically force a DHCP renewal and sometimes you'll get a different address that way too, such as doing an ipconfig /release and ipconfig /renew on a PC for example. Not sure what you were after with the proxy question, please add detail and I'll try to re-answer.

I think you cannot change the ip in the modem, it is just a device that is getting dynamic ip from the internet. You can get your static ip from your ISP
