Congrats!!Assuming you are getting married in the near future here are the best choices for Oct to March
Goa- Beaches, New Year's and X'Mas is beautiful there.
Kerala Backwaters- venice of east, they are meandering inland lakes networked by canals - stretch to over 1900km, its simply beautiful
Rajasthan - colurful and wonderfully vibrant, nights on the desserts are just simply enchanting, you can go to Jaipur(lots of shopping and forts nearby), Jaiselmer(lovely dessert),Udaipur( city of lakes)
I have listed the top three choices. If you want more I can rant of like a tourist guide.I can also give you the best places to stay at all the above if you want. Mind you India is not so cheap anymore. Good hotels can run US$200 -$500 a night, meals at five star resturants can run $30-$50 including drinks/liquor
--------------------------------------------------------
Now for the 'Mr/Ms pentalityism' India is atleast 8 times the size of Pakistan and largely dominated by Hindu community s except for a small border, India doesn't share or is affected by anything Pakistan.
Mr/Ms 'michaelzearfaus', some of the most oppulent and luxurius hotels of the world are in India and they are fully booked no thanx to ill informed people like you. India has less earthquakes and natural disasters then US!

Hi, I'm in the same position as you and would go to the following in order of preference (extremely romantic, without a doubt):
1) Rajasthan - Palace on wheels is the ideal honeymooning thing to do
2) The Taj Mahal - obvious reasons!
3) Kashmir - for the mountains and scenic beauty
4) Goa - for the beaches, nightlife and relaxation at the end

Think of Darjeeling, Meghalya, Kodai Kanal, or Kathmandu (nepal), you'll love the cool hill stations, the views, and they are tons of things to do even if you want to spend some time out.
or Kanya Kumari (3 oceans meet there) too.
There are many travel agents in delhi and meghalaya or browse on google...these travel agents will arrange everything for you. so, you odnt have to worry about not knowing a language.
Have tons of fun and congratulations.

It might sound weird - but Kashmir is one of the most beautiful places in India, if not the world, even though it is pretty dangerous - though not as much as it used to be. The Dal lake in Srinigar is exceptionally beautiful in places away from the tourists.
