About 12 inches.
No, the size of your breasts are dependent on more things besides puberty. Many girl develop breasts before menstruating. Other factors like weight gain, hormonal changes, and pregnancy also affect breast size.

Mine grew for 4 years, but I'm only 17.
It think it depends on your weight too.
I'm tiny now and I have big boobs, but when I was little, I had sort of a weight issue. Which probably affected there development.

You have twelve years to learn that. You don't reach full maturity until age 24. Remember, while you sleep at night is when all your development and growth takes place. There will be breast fluctuations depending on your weight and pregnancy.

This is completely individual. Breast size can be changed by pregnancy, weight loss, or weight gain. It is possible for this to change through out your life.
