I'm not entirely sure what your question is here. If your asking, "Why do we have to wait until we're 14 to go to High School?" I'd suppose that your teachers want to make sure that you have the educational background to be able to do High School level materials such as spelling, grammer, complete sentences, logic, reasoning, etc.
If on the other hand your question is "My boyfriend is 14 and not in High School, why not?" My guess is that he was held back in an earlier grade. Possibly with good reason.

Some people start high school at 13 some at 14 some sadly at 15.
