if you are asking if you can use visual studio to create flash apps then the answer is No.
If you are asking if you can embed flash apps in a page (aspx page) created with visual studio then Yes.

You sure can. Flash is basically dynamic image. The dot NET will handle it just like it handles any java script dynamic image. Just make sure to use the right HTML tags.
