Just about any that have a store card. It works like a credit card so you have monthly payments. Almost every department store has them, JcPenney, Sears, Belk, Peebles, Boscov's, Macy's, Bloomingdales, Kohl's, etc... and many of the specialty stores offer them too. Your best bet is to walk into the stores that you like and ask the sales clerk. She/he can tell you if they offer one, and with many of the stores, you can fill out the application right there in the store and they can give you an answer (approved or declined) within minutes.
If you are under 18, you aren't old enough to legally enter into a credit contract, so you won't get approved. If your parents don't buy your clothes, offer to put it on their card then you will give them the money every month for the bill.
As for layaway, Wal-Mart, K-Mart type stores are about the only ones who offer it.

Financing like as in financing a truck?? If that's it you need to find another store to shop at.

I do not think you will find much difference between them but probably Penneys and/or Sears would be the easiest.
