it is the inability to proceed towards your rightful place within society. This is brought on by doubt, lack of confidence, and the lack of education. There may even be a problem with an inferiority complex blocking the possibility to move forward.

I think it depends on the cultural context and the various norms, mores and folklores which governs a particular society. It may change from time to time but the stated meaning of delinquent behavior is any action that goes above the stipulated norms in a country or a district at the moment in time when the act is committed.

Spitting in Western value today is may be deemed delinquent but in other parts of the world this is accepted.
