i think your right on this,,its either the proportioning valve or,,a small amount of dirt stuck in the line,,and that will cause it,,because the fluid cant return back to the reservoir,,i own and operate a repair shop,,and these are the most common causes for ,,what is happening to your vehicle,,and i know what you mean about it cooking a set of pads and rotors,,if it turns the rotor a blueish look,,you may have to have it turned or replaced,,because this will cause it to warp,,i deal with this stuff every day,,good luck with it,,i hope this helps.

what about the handbrake asembly? i dont kno the 400 in detail so as for which system it has, god nose. but if the handbrake adjustment is seized obviously theres yer problem.
in what way does the caliper not appear to be seized?? with the caliper off substitute the brake disc with a piece of wood and using an air line you will be able to make sure the piston is moving freely.. dont use yer fingers!!

check the caliper slides, hand brake lever, make sure the pads are nice and free.

could it be the rubber line going to that caliper ??? they will go bad and internally check. try this, when it locks up, open the bleeder valve and see if it releases, if it does, its the rubber line
